People visiting Toronto from outside of the GTA often find "The Big City" very intimidating and the emense and intertwined transit system even more so.  Even people who have used other transit systems can be confused by the bus/subway integration and the concept of "fare paid zones" and transfers.  My thought was about finding ways to make people feel more comfortable riding the system for the first time.  This might involve something like a welcome pamphlet or transit greeters/information guides.  Recently for the implementation of the VIVA surface network in York Region they hired people to patrol the various terminals and transit vehicles to answer questions and help guide people through the experience which I personally found very helpful.  These kinds of things can help people already uncomfortable with the overwhelming nature of the city be more at ease and enjoy their visit that much more.
